WELCOME

Middlesbrough Council would like to thank you for taking the time to visit our consultation website in respect of the latest exciting proposals in Middlesbrough’s Boho Zone. A new residential-led scheme is now proposed covering the majority of the Boho Zone and your feedback is sought in respect of all aspects of the proposals.

The regeneration of Boho is focussed around the key pillars of communication, innovation, and sustainability and it will act as a catalyst for social, economic and environmental change in Middlesbrough. To help realise the exciting proposals for Boho, new homes are proposed in the historic heart of Middlesbrough providing high quality accommodation for local people. Bringing people back into the heart of Middlesbrough to live, work and socialise is integral to the wider vision for Boho. These new proposals will contribute towards these aims and help to establish a thriving urban community.

BACKGROUND AND CONTEXT

The Boho Zone is located to the immediate north of Middlesbrough train station and is extremely well connected to Middlesbrough town centre and a wide range of shops, services and public transport links.

As you will probably be aware, a planning application was recently approved in March 2021 for a seven story office building at Boho X, between Gosford Street and Feversham Street, within the south east of the Boho regeneration area. The office building will include a lecture theatre, café, swimming pool, gym, event space and public realm.

Following on from this planning approval, Middlesbrough Council now seek outline planning permission for the next phase of development, which is to be residential-led. The proposals are submitted in outline, which means that planning permission is being sought for the principle of the residential development, rather than the specific design of individual buildings, public realm or landscape features. ‘Reserved Matters’ applications will follow should this outline planning permission be granted and the specific design will be considered at that later stage. Details will however be submitted in relation to the proposed access arrangements to serve the proposed development.

WHAT IS PROPOSED?

The planning application site extends to approximately 6 hectares (15 acres) and is located within the centre of Boho. The proposals relate to a scheme comprising of around 400 -500 new homes, along with other uses which could include local shops, food & beverage and community uses.

The listed Old Town Hall is to be retained and will form the centrepiece for the development, with new public realm to be created around it, providing a space for the community to socialise in or be made available for use for specific events. Proposals for the Old Town Hall building itself do not form part of this planning application; details relating to the restoration and conversion of the building are to form part of a planning application in the future.

DESIGN PRINCIPLES

Boho, formerly known as St. Hilda's, was the birthplace and thriving commercial and living heart of Middlesbrough, with a vibrant community. The area contributed greatly to industrial Britain and the "Infant Hercules" of the iron and steel industry that Middlesbrough became. Its works and workers and thriving Market Place were once the centre of the city's identity.

Boho Middlesbrough is already a growing destination in the heart of the city. We have built upon the vision and objectives established through the Boho Middlesbrough journey to accelerate the transformation of this area of the city into an exciting destination for climate conscious living, working and recreation.

The proposals seek to reinstate the historic street patterns and bring Market Square and its town hall back to life as a revived destination - highly connected, socially engaging and easily navigable. Set between Middlesbrough town centre and the Transporter bridge on the River Tees, the priority is to improve access and infrastructure to and within the site, together with the work already completed and underway, presents an opportunity to shape and guide the future development of the remaining plots.

LANDSCAPE AND PUBLIC REALM

The public realm strategy creates a series of streets and spaces that connect the masterplan to established communities and present a diverse environmental resource on the doorstep of its new residents and employees.

A network of streets will build upon historic alignments and create a street scene for modern living, supporting sustainable travel and creating outdoor places in which people wish to spend time.

At the heart of the masterplan, public realm will take priority, with a square to be provided that offers breathing space around the Town Hall and creates an appropriate setting for this valuable heritage asset. The square will be multi-functional and predominantly hard surfaced, enabling it to support day to day activity such as outdoor retail through to the hosting of larger, less frequent celebration events. This approach animates the square with people and brings vibrancy to the core of the community. To further enrich the space, pockets of soft landscape will embrace the edges of the square, thus creating additional amenity and blending the interface between private and public space. The square has the potential to become a landmark in its own right.

Green infrastructure will extend beyond the square into the adjoining streets to create a welcoming place to live and journey through, accommodate surface level sustainable drainage and create biodiversity corridors. In addition to residential gardens, a series of publicly accessible open spaces, including a reinvigorated St Hilda’s Park will create a mosaic of green across the site and incorporate a range of play opportunities for young people.
