HCA had a large portfolio of sites across Central Lancashire which had not come forward for development for over a decade, many of which were stalled as a result of planning policy restrictions. Stuart and Mark adopted a project manged, evidence-based approach to the promotion of the land portfolio, including the strategy adopted for Croston Road North.
Through the review of the South Ribble Local Plan Stuart and Mark commissioned a multi-disciplinary team to draw together a planning advocacy document (along with formal representations) to provide the robust evidence base required to promote the site for residential development.
The early iterations of the local plan did not allocate the site for development, but through the extensive level of technical work undertaken (covering masterplanning, highways and access, ecology, SIs, drainage, etc.) they were able to convince the local authority that the site was deliverable. Stuart appeared as expert witness at the Examination in Public into the plan, where the inspector backed the proposals for the site and they successfully secured a residential allocation for over 400 new homes.
